It wasn't listed. So how can an installation get messed up?

If you are logging on to your computer as a different user, then the PowerPac may not be available because it is installed on a per user basis. Whether that is the case or not, it sounds like you need to reinstall the PowerPac.

And there's the rub. Everytime I install it it confirms installation but never terms up in the sysbooks. If you suddenly get a brainwave as to what is keeping from installing please pass it on.

Well it seems clear that some security software on your computer is preventing ToolBook and PowerPac from working together ... even installing properly. I would next try disabling your anti-virus software and then reinstall the PowerPac and see if that works.

Still grasping at straws here as IT folks can't seem to find anything. Would any of the following be a possible route to success?

1. Reinstall Toolbook?
2. Add the sysbook manually?
3. Do a restore system back a few days to when I did have things working?

Choice #2 is the least invasive, but may not reveal the real problem.

The default location of the system book is:
"C:\Program Files (x86)\PGSD ToolBook Plugins\PowerPac\JSPowerPac.exe"

I may consider choice #3 if you still have trouble; but that is the most invasive. I cannot see how reinstalling ToolBook would matter, but it is also not very invasive to your system. But if you do it, uninstall PowerPac first, then ToolBook just to make sure everything gets cleaned up properly.

So, I'm going with option 2 for now and assuming you would use the "bind system books" from the File menu? Do I add all of the .sbk's from the directory?

Update: I attempted to import the .sbk for version 9.0 but it tells me that my trial period has ended and that I need the license key, etc. to register. Is it possible that you provide me with my original registration info so I can give this a try?

"Bind system books" is not the correct way to do this.
Instead go to the "View Menu > Options > Startup tab > Add ..."
Then select the system book for your version of ToolBook. It should be:
"C:\Program Files (x86)\PGSD ToolBook Plugins\PowerPac\PGSD_PowerPac90.sbk"
Then exit and restart ToolBook.

When I restart I get the "trial use message" which seems like a good sign to me.
